Chief Minister Reviews Finance Department, Advises Improving Revenue Collection Efficiency and Increasing Capital and Programme Expenditure
Chief Minister Shri Mohan Charan Majhi reviewed the Finance Department at Lok Seva Bhavan today and suggested to make the revenue collection system more efficient and to further increase capital and program expenditure.
The Chief Minister said that while an efficient revenue collection system is needed for the overall development of the state, there is also a need to increase capital and program expenditure. This can accelerate the growth of the state.
A detailed presentation was made by the Finance Department on revenue receipt and expenditure. According to the data presented in the meeting, the revenue received from various sources by the state government is 10% from the Central Government's grant, 31% from central taxes, 31% from own tax revenue and 28% from own non-revenue taxes.
The total revenue collection from various sources till July of the current financial year is Rs. 61,593 crore, which is 7.3% more than the revenue collection till this period of the last financial year. Similarly, the total own revenue of the state till July of this year is 11.9% more than that of July of the previous year. The state's total own tax revenue is also 9.3% higher than the previous year as of July, and non-tax revenue is 14.8% higher than the previous year's July.
Along with the good growth rate in revenue collection, program expenditure and capital expenditure have also increased compared to the previous year. Program expenditure as of July this fiscal year is 19.1% higher than the program expenditure as of the same period of the previous year. Similarly, capex or capital expenditure has also increased significantly. The total capital expenditure was Rs. 11,300 crore as of July 2026, while this amount was Rs. 9,399 crore as of July last year. The total capex expenditure as of July has increased by 20.2% compared to the previous year.
The Chief Minister said that the state government is preparing many schemes with the aim of building a prosperous Odisha by 2036. For this, there is a need for massive investment in the infrastructure sector. Although revenue collection and program and capital expenditure were higher than the previous year, the Chief Minister suggested that it should be further improved. Therefore, the Chief Minister advised various departments to work more expeditiously to make the revenue collection system more efficient and to spend more on CAPEX.
